Nigeria Launches Literacy Mapping to Enroll Millions

The Federal Government of Nigeria has launched a nationwide mapping initiative to identify out-of-school children and non-literate adults, aiming to enroll millions into tailored literacy programs that embrace digital tools and community engagement.
Minister of State for Education Prof. Suwaiba Ahmad, speaking at a briefing for the 58th International Literacy Day, emphasized that the mapping will enable the government to design relevant and empowering literacy programs.
"With this data, we will enroll millions into literacy programs that are inclusive and leverage technology to reach learners in cities, villages, IDP camps, and remote areas," - Prof. Suwaiba Ahmad
The initiative aligns with President Bola Tinubu’s Renewed Hope Agenda and Sustainable Development Goal 4.6, targeting universal youth literacy and significant adult progress by 2030.
The National Commission for Mass Literacy, Adult and Non-Formal Education (NMEC) has already enrolled over 27,000 youths and adults aged 15 and above in literacy and empowerment programs within the Abuja Municipal Area Council.
Acting Executive Secretary Dr. John Onimisi noted that the commission surpassed its initial goals in communities like Apo Mechanic Village, Lugbe, and Gwagwalada, with plans underway to expand to 377 local government areas across Nigeria’s 36 states and the Federal Capital Territory, using 17 community learning centers and digital tools like mobile apps and broadcasts.
Nigeria faces significant literacy hurdles, with over 18 million children out of school and adult literacy rates at approximately 65% in 2025. Regional disparities, particularly in the north, are compounded by insecurity and poverty.
UNESCO’s Oladeji Adeyemi pledged support for an equitable, 21st-century education system, while Ahmad urged partners, civil society, and the private sector to join the effort. "Literacy is a shared mission," she said, calling for collective action to equip Nigerians for a digital future.
